The Director of Human Resources is responsible for providing leadership in developing and executing human resources strategy in support of the overall organizational business plan and strategic direction of the organization, in the areas of change management, talent and performance management, recruiting and retention, compensation and benefits administration.  The Director of Human Resources provides strategic leadership by articulating Human Resources needs and plans to the Chief Financial Officer (CFO), the executive/senior management team and to the Board of Directors. 

 

Essential Functions:

  • Directs the overall programs/activities of the Human Resources Department.  Ensures the development, implementation, and measured outcomes of benefit programs/initiatives/strategies which provide the lowest insurance rates while enhancing various insurance coverages. 
  • Encourages creativity, growth, and initiative.  Ensures interactive communication and feedback through meetings, collaborative projects, as well as measured outcomes.  Spends time discussing staff’s aspirations and professional goals and how best to align these with future departmental/organizational goals and business needs.  Provides challenging assignments and developmental opportunities.
  • Provides oversight and support for the administration of various retirement programs.
  • Oversees development and implementation of comprehensive compensation and benefit plans that are competitive and cost effective for the organization.  Ensures internal and external equity alignment of compensation plan and recommends adjustments and revisions as necessary.
  • Monitors the effectiveness of existing compensation and classification policies and procedures, and recommends revisions when necessary.
  • Provides guidance to department heads on job classification and compensation policies and procedures.
  • Creates, monitors, and ensures healthcare and wellness initiatives result in cost-effective outcomes that align with organizational objectives.
  • Oversees development and delivery of quality HR projects from inception to close on time and within scope and budget, holding management staff accountable.  Serves as a member of the organization’s Budget Committee.
  • Provides policy guidance to division managers, department heads and CEO.
  • Works directly and/or through HR staff to provide counseling and problem solving for managers and employees to ensure a productive work environment.
  • Ensures timely responses to employee, division manager and supervisor requests for information related to resolving conflicts, organizational rules, regulations, procedures, staff development, labor relations, discipline, compensation, benefits and other general employment concerns. 
  • Cross-trains HR staff on human resource functions as appropriate.
  • Provides support and/or serves as part of the management team during collective bargaining unit contract negotiations.
  • Provides oversight and direction in labor relations efforts for the agency.
  • Performs other duties as may be required or assigned.
     

Required Qualifications:

  • Bachelor’s degree from an accredited college or university in Human Resources Management, Business Administration, Psychology, or a related field.
  • Ten years of professional exempt-level experience in Human Resources, to include three years in a supervisory capacity.
  • Two additional years of related Human Resources experience beyond the minimum required may be substituted for one year of required education.

Desired Qualifications:

  • Master’s degree from an accredited college or university in Human Resources Management.
  • SPHR and/or SHRM-SCP certifications.
  • Experience working in a union environment.
  • Experience working for a government agency.

Knowledge, Skills, and Abilities (KSAs):

  • Knowledge of modern theories, principles, and techniques of human resources management and business leadership; and the principles and procedures for recruitment, selection, compensation and benefits, labor relations and negotiation, and HR information systems.
  • Knowledge of laws, rules, regulations, principles, techniques, and processes of local, regional, state, and federal government.
  • Knowledge of administrative principles, methods and implementation of goal setting, and program and budget development; and of capital and operating budgets.
  • Knowledge of social politics and environmental issues influencing transit programs; and ability to exercise decision-making skills in a highly complex organization.
  • Ability to develop and implement objectives, policies, procedures, work standards, and internal controls.
  • Ability to analyze situations, identify problems, implement solutions, and evaluate outcomes.
  • Ability to exercise judgment and creativity in decision making.
  • Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.
  • Ability to exhibit a professional, courteous demeanor.
  • Ability to work in a diverse environment.
